Ukraine's state security service said on Monday a French citizen detained in late May on the border with Poland had been planning attacks in France to coincide with the Euro 2016 soccer championship it is hosting.
The Ukrainian border guard service reported on Saturday that the unnamed 25-year-old had been arrested with an arsenal of weapons and explosives including rocket launchers and Kalashnikov assault rifles in his vehicle.
He was found with 125kg of the explosive TNT.
SBU chief Vasyl Hrytsak said the man had made contact with armed groups in Ukraine with the aim of buying weapons and explosives.
His intended targets included Jewish and Muslim places of worship and buildings involved with the soccer tournament, Gritsak said. French government administration buildings, including those dealing with tax collection, were also a target.
"The Frenchman spoke negatively about his government's actions, mass immigration, the spread of Islam and globalisation, and also talked about plans to carry out several terrorist attacks," Gritsak told journalists.

Security officials in Europe are on high alert after Islamist militants killed 130 people in Paris last November and suicide bombers killed 32 people at Belgium's main international airport and on the Brussels metro in March.
The United States has warned its citizens of possible further attacks in Europe, saying targets could include Euro 2016 which opens in France on Friday.
Gritsak said the SBU had sold deactivated weapons to the suspect after they found out that he was looking to purchase the arms.

I stole cable to settle down in Lagos – Suspect



A suspected cable thief, Obaji Christopher, has told operatives of the Rapid Response Squad of the Lagos State Police Command that he stole an armoured cable for the Light Up Lagos Project to raise money to settle down himself in Lagos State.
Christopher, who was arrested by a RRS team on Saturday at the Ojota area while digging out the armoured cable, said he had spent only two weeks in the state.
He explained that when he could not find a shelter, he started sleeping in the Ojota Motor Park, adding that a friend he met in the park introduced him to the crime.
The 23-year-old Benue State indigene was reportedly seen with an accomplice still at large, digging up the cable with a hoe and removing its silver protector.
He said, “I just arrived in Lagos about two weeks ago. When I had nowhere to stay, I started sleeping inside the Ojota Motor Park. It was at this park that I met a man called Anago, who introduced me to this job.
“Anago told me that if I was able to go for two to three operations, I would have enough money to take care of my apartment challenge. But on Saturday, we went together to Ojota for the operation. When we got there, both of us dug the ground where the cable was buried.
“We successfully pulled it out. I didn’t know how my friend escaped. When I was about packing the cable into a sack, I saw the policemen.  At that point, I didn’t know what to do again and that was how I was arrested.”
The Lagos State Governor, Akinwunmi Ambode, had 52 days ago inaugurated the Light Up Lagos Project at the old tollgate area of the Lagos-Abeokuta Expressway.
One of the RRS men, who arrested the suspect, said the team was on a routine surveillance of the Ojota area, inward Ketu-Alapere Road at about 11.20am, when they saw the suspect.
He said, “On Saturday, during our daily patrol routine, we saw the suspect at a corner in Ojota where he was vandalising the armoured cable.
“The cable was buried after it was laid. We saw him and his accomplice digging up the cable. He was using a hoe to bring the cable to the surface, while his friend used a broken saw to cut some parts of the cable. He was unable to take to his heels because we had already surrounded the area.”
Efforts to arrest the suspect’s accomplice were said to have been abortive as no one in the Ojota Motor Park could provide any information on his whereabouts.
The Lagos State Police Public Relations Officer, SP Dolapo Badmos, said the state would not tolerate vandalism and sabotage of government’s efforts.
“Residents should always be on the lookout and inform the police on the activities of these vandals who are bent on sabotaging government’s efforts, “ she added.
She said the suspect had been transferred to the state Special Anti-Robbery Squad for thorough investigation.

NKAN BE: Muslim Alfa abducts, rapes Dubai returnee in Lagos



The police in Ogun State have rescued a 24-year-old Dubai returnee from the custody of an Islamic cleric five months after he allegedly abducted her from the Murtala Muhammed Airport in Ikeja, Lagos State.
The suspect, Olalekan Anifowoshe, aka Alfa, was said to have kept the victim, Simbiat (pseudonym), in his rented apartment in the Atan-Ota area of the state and allegedly had sex with her during the period.
A Good Samaritan, who saw her sometime in May, was said to have informed her family and the case was reported at the Onipanu Police Division, leading to Alfa’s arrest.
PUNCH Metro learnt that Simbiat and the 42-year-old suspect were neighbours in the Surulere area of Lagos.
It was gathered that the suspect’s wife and three children also resided in the Surulere area.
The woman was said to have consulted him in 2013 for help over a spiritual attack before travelling to Dubai, United Arab Emirates.
Simbiat, who spoke with PUNCH Metro, explained that after she received a call from Alfa on January 11, 2016, instructing her to come back to Nigeria, she lost her  senses and returned to the country immediately.
The victim told our correspondent that Alfa had slept with her for at least 10 times, adding that anytime she demanded to see her parents, he would beat her up and boast that she had reached her “final destination.”
She said, “Sometime in 2013, I had a dream that a man made love to me. A friend introduced me to him and he gave me a piece of white cloth with Arabic inscriptions to cover my body whenever I wanted to sleep, which I used. Some months later, I travelled to Dubai.
“On January 11, he called me on the telephone to come home. It was like a spell. I packed my things and arrived in Lagos the following day without telling my parents. He picked me at the airport and took me to his apartment in the Aboru area. After some time, he relocated me to Atan-Ota, where he was eventually arrested. He beat me anyhow and slept with me.
“Sometime in May, he took me to a river for a ritual. While he left me to do something inside the bush, I saw someone I knew. The person informed my father that I was already in Nigeria, but in captivity. My father was shocked because he thought I was in Dubai.”
Simbiat, who sold food in Dubai, alleged that Alfa also collected her jewellery valued at N250,000 and a cash sum of about N480,000.
The suspect allegedly owned up to the allegations in his statement to the police, promising to refund the money.
He said apart from prayers, he also used traditional means to help solve his clients’ problems.
He said, “I am married with three children. The woman and I knew each other in Surulere, where my family members reside. As an Islamic cleric, I help people facing problems with prayers and it works. That was how I got to know Simbiat.
“It is true I cast a spell on her to come back to Nigeria. She was living with me and I slept with her occasionally. I only borrowed the money from her, I will refund it.”
A source close to the victim’s family, who did not want her name in print, said it was unfortunate that she had to go through such an “excruciating” experience.
“I don’t know why this happened to someone like her. She is decent and religious. I have never seen her with a boyfriend. I think the mistake she made was narrating the dream she had to a friend who took her to Alfa. If she had told her father, she would not have fallen victim,” she added.
The Ogun State Police Command Public Relations Officer, DSP Muyiwa Adejobi, confirmed the incident in a text message, saying the suspect had been charged to court.
“Case confirmed. The suspect has been charged to court after a thorough investigation. The command has no tolerance for such inhuman case and we will always fish out the perpetrators,” he said.

According to him, geophysical and geological studies have discovered that a fault zone that connects with the Atlantic fracture system exists along Ifewara in Osun State and Zungeru in Niger State. Meanwhile, an eyewitness, Alhaji Dauda Tijani said the underground vibration, which shakes houses in the affected areas to their foundations was very disturbing. For fear of being caught unawares, residents of the areas have left the community in droves. He said: “The terrible vibration started about three months ago, but we thought it was a mere noise that would stop. Instead of stopping, it happens on regular basis. At times, the ground could vibrate five times a day and at times, it may not vibrate within three days. “People are very confused and have vacated the affected areas. My child was living there before, but he has been living with me for the past one and half months.” “When the ground vibrates, buildings in the areas would be shaking seriously and then stop”. Another eyewitness, Mr Adeola Fehintola, a lawyer, said the tremor was very unsettling. According to him, the Oyo State Government sent some people here, but they are not showing enough seriousness about the issue. “The Federal Government should please send experts here to see what the noise is. If it is something they can prevent or do something about, let them come quickly. We see this thing as something that needs urgent attention so that when it eventually happens, there will be no casualty. Residents have deserted the area as I’m speaking with you and many more are moving their things out, he said. When Vanguard called the Special Adviser on Environment to Governor Abiola Ajimobi, he directed enquiries to the Permanent Secretary on Environment, Oguntola Gabriel who said when something like that happens, it is a precursor to an earthquake. He said: “First of all, we have not been there. I was in Abuja and I just came back. When the ground vibrates like that, it’s a precursor to an earthquake. But, for now, I can’t validate that. This week, we will make sure we are there to see what is happening.”

Why I conceded to Buhari in 2015 election – Jonathan



The immediate past President, Dr Goodluck Jonathan has given reasons why he had to concede victory to President Muhammadu Buhari, during the 2015 presidential elections, while the election results were still being collated. Jonathan said that having helped to stabilise democracy in four other West African countries including Niger, Mali, Guinea Bissau and Cote d’Ivoire, he decided to leave a stable country by ensuring peaceful transition of power in his belief that his “political ambition was not worth the blood of one Nigerian.” Jonathan made this known at the Bloomberg Studios Event Space, London, United Kingdom. In his speech entitled, Civis Nigerianus Sum- (I am a citizen of Nigeria), Jonathan pledged to channel his energies towards upholding democratic principles, promoting peaceful political transitions and supporting citizen entrepreneurship and intra-Africa trade through the Goodluck Jonathan Foundation. The former President also said that his administration fought corruption in the areas of finance, agriculture and petroleum and was able to drastically reduce the menace in the agricultural sector with the help of a simple mobile phone, adding that, “Our ambition to sanitize the corruption in petroleum subsidies by completely deregulating the sector was frustrated by unhealthy political resistance.” His words, “Since leaving office one year and one week ago, I have had the luxury of time to reflect on the future of my great country, Nigeria. So, today is not about my personal memories or a litany of ‘what ifs’. No! Today I would like to share with you what I believe is the key learning from my experiences for the future of democracy not only in Nigeria but across the entire continent of Africa. “I said before the last election that my political ambition was not worth the blood of one Nigerian. I was true to my word when on March 16, 2015, just after the election, when the results were still being collated by the Independent National Electoral Commission, INEC, I called my opponent, General Muhammadu Buhari, rtd, to concede, in order to avoid any conflict and ensure a peaceful transition of power. “This was without precedent in my country and I am proud that it achieved my goal of no conflict arising from the result of the election. “Some may think, it is ironic that perhaps my proudest achievement was not winning the 2015 presidential election. “By being the first elected Nigerian leader to willingly hand over power via the ballot box, to the opposition party; without contesting the election outcome, I proved to the ordinary man or woman in the country that I was his or her equal. “That his or her vote was equal to mine and that democracy is the government by the will of the people, and that Nigeria, and indeed Africa is ripe for democracy. It is my sincerest wish that democracy is being consolidated in the continent of Africa and it will even get better. “For it has always been my consistent desire to help consolidate peace and cultivate democracy in Nigeria and across the continent. “In fact, it was the key foreign policy objective of my administration when we were able to help broker peace and restore democracy in Niger, Mali, Guinea Bissau and Cote d’Ivoire.

China restricts Ramadan fasting in Muslim region



China has marked the start of Ramadan with its customary ban on civil servants, students and children in a mainly-Muslim region from taking part in fasting, government websites said as the holy month started on Monday.
China’s ruling Communist party is officially atheist and for years has banned government employees and minors from fasting in Xinjiang, home to the more than 10 million strong mostly Muslim Uighur minority. It has also ordered restaurants to stay open.
The region sees regular clashes between Uighurs and state security forces, and Beijing has blamed deadly attacks there and elsewhere in China on militants seeking independence for the resource-rich region.
Rights groups blame tensions on religious and cultural restrictions placed on Uighurs and other Muslim minorities in the vast area, which abuts Central Asia.
Several local government departments in Xinjiang posted notices on their websites in the last week ordering restrictions on fasting during Ramadan.
During the holy month, the faithful fast from dawn to dusk and strive to be more pious.
“Party members, cadres, civil servants, students and minors must not fast for Ramadan and must not take part in religious activities,” a notice posted Thursday on the government website of central Xinjiang’s Korla city said.
“During the Ramadan month, food and drink businesses must not close,” it added.
A Uighur official in the city’s Tiekeqi township named Ahmatjan Tohti told a group of men wearing traditional doppa hats at a meeting last Monday that officials should “resolutely stop party members, civil servants, students and minors from entering mosques for religious activities” during the festival, a separate report posted on the website last Tuesday said.
A website run by the education bureau of the regional capital Urumqi’s Shuimogou district posted a notice last Monday calling for “prevention of students and teachers from all schools from entering mosques for religious activities”, during Ramadan.
In the northern city of Altay, officials agreed to “increase contact with parents”, to “prevent fasting during Ramadan”, according to a post Friday on the state-run China Ethnicities Religion website.
Islamic threat-Meanwhile the website of the Qapqal Xibe Autonomous County government in northwest Xinjiang said Monday that restaurants in the area would be instructed to stay open during Ramadan to “ensure that the broader masses have normal access to cuisine”.
Dilxat Raxit of the World Uyghur Congress, an exile group, condemned the restrictions in an email Monday, adding: “China thinks that the Islamic faith of Uighurs threatens the rule of the Beijing leadership”.
China keeps tight control over religious groups, though Beijing often says it grants citizens broad freedom of belief.
China’s State Council on Thursday released a white paper which declared that religious freedom in Xinjiang “cannot be matched by any other period in history”.
“During the month of Ramadan, Muslim restaurants can decide whether they want to do business. There will be no interference,” it said.
“Local governments ensure that all religious activities during Ramadan go on in an orderly manner,” it added.

Osinbajo to act as President for 10 days



President Muhammadu Buhari on Monday said he has transmitted a letter to the National Assembly intimating the federal lawmakers of his 10-day vacation starting today.
Buhari disclosed this while speaking to journalists at the Nnamdi Azikwe International Airport, Abuja, shortly before leaving for London where he is expected to attend to his ill-health.

With the letter to the National Assembly, Vice-President Yemi Osinbajo is expected to act as President for the period Buhari would be away.

LOBATAN: Faleke loses bid to be Kogi gov



The Kogi State Governorship Election Petition Tribunal sitting in Abuja on Monday, dismissed the petition filed by the deputy governorship candidate of the All Progressives Congress in the November 21, 2015 governorship election in the state, James Falake, challenging the election of the incumbent Governor Yahaya Bello.
The three-man tribunal led by Justice Halima Mohammed held that Faleke lacked locus standi to challenge Bello’s election having never been sponsored by his party, the APC, as a governorship candidate in both the November 21, 2015 election and the December 6, 2015 supplementary poll.
It dismissed the petition for lacking in merit.
Earlier in the judgment read by Justice Mohammed, the tribunal had upheld Bello’s preliminary objection to the petition to the effect that Faleke lacked legal capacity to file the petition, the November 21 election which he claimed to have won having not been concluded.
The tribunal re-affirmed while considering the petition on merit that Faleke was never a governorship candidate of the APC at any stage of the election and did not participate in the primary leading to APC’s choice of its governorship candidate either for the November 21 governorship election of the December 6 supplementary poll.
It held on the other hand there was evidence that Bello participated in and emerged as the first runner-up in the primary from which the original governorship candidate of the party, the late Abubakar Audu, emerged as the party’s flag bearer.
It also held that the issues contended by Faleke bordered on the power of a political party to nominate its candidate, a decision which Justice Mohammed ruled the tribunal lacked jurisdiction to interfere with.
The tribunal added that Faleke having not participated in the said primary, lacked the locus standi to challenge Bello’s nomination by the party.
It added that going by the Supreme Court’s decision on PDP vs Okorocha, the votes polled on November 21 belonged to the various political party, the APC thus lacked the power to replace its flag-bearer upon Audu’s death.
Faleke was the running mate to the APC’s original governorship candidate, the late Abubakar Audu, who was coasting to victory but died after the November 21, 2015 election was declared inconclusive by the Independent National Electoral Commission.
Faleke had therefore filed his petition asking the tribunal to declare the substitution of Bello as the governorship candidate following Audu’s death in the December 6, 2015, was unlawful.
He urged the tribunal to declare that the election was already conducted and concluded on November 21 before Audu’s death, and that he had already emerged as the deputy governor-elect.
He therefore asked the tribunal to declare him as the valid substitute for the late Audu and should be returned as the governor-elect.
But delivering its judgment on Faleke’s petition, the tribunal held that contrary to Faleke’s contention, the election the November 21 poll had not been concluded and thus the right to challenge the outcome of the poll had not accrued to him going by the provisions of the Electoral Act.
The tribunal also held that Faleke remained the deputy governorship candidate of the party in the December 6 supplementary poll having failed to withdraw his candidacy as the running mate in the manner stipulated by law.
