Dr Goerge Uboh, is the chief executive officer of Panic Alert Security Systems that was engaged by the Attorney General of the Federation, Mr Abubakar Malami to trace and recover federal government funds all over the world. Dr Uboh speaks with NAIJ.com on the sleaziness and the connivance of the AGF with the banking sector mafia to frustrate the recovery of funds. NAIJ.com: What is the latest on the controversy surrounding the asset recovery and tracing of funds for the Federal Republic of Nigeria? Thank you for the previous interview. After that interview the president actually some people use the word queried…I would say treated my petition asking the Attorney General of the Federation (AGF) to respond. When you came I was actually drafting an open letter to the president because I thought the president had not responded to or rather treated my petition to him. Share on Facebook Share on Twitter Dr Goerge Uboh Now knowing that the president has treated my petition I had to rewrite the open letter and addressed the issue that the AGF raised.  I started by saying that globally and universally speaking one does not need a letter of engagement to furnish information to any law enforcement agency. I cited Foreign Corrupt Practices Act (FCPA), Security and Exchange Commission (SEC) in the United States. I asked the president to use his network to look it up. In fact you can look it up…ahhh Whistle-blowers reward in the US. Reward is given to Whistle-blowers from anywhere in the world once you give tip regarding any US company that is corrupt in your company as long as that company is trading on the SEC. That being established and I now stated that tips are received from anybody regardless of the class of the person. Whether you are jail or ex-convict. I even went further to say that even prisoners serving term give tips to law enforcement and those information are used to reduce the sentence that they are serving or outright financial reward. And that even the more revered CIA and FBI actually go to prisons to recruit brains as operatives. And I went further to say that, Sir, Mr President Buhari you were once in jail. Obasanjo was once in jail and the late Mandela was actually sentenced to life imprisonment and from there he served of South Africa. READ ALSO: SERAP sues FG over recovered loot The issue that matter is the credibility of the information you are offering regardless of where you are offering the information from. After that I went into the crux of the matter that AGF has refused to recover the funds. I went into how the engagement vindicated me because I was able to trace funds that EFCC is hiding at access bank which I alleged a year earlier when I went to the senate. Access bank is the most culpable of the banks. Access bank expunged four years record for EFCC. So with this engagement I found out some of the monies. Of course, I found another fictitious account that EFCC is maintaining at Access bank. The EFCC uses to do their shenanigans, round tripping and pay salaries, insurance claims and all that. NAIJ.com: Are you saying that some cabinet members of the present administration are working against the very reason why President Buhari was elected? So it is really appalling that you guys, the cabinet members that Buhari appointed and as I stated in my open letter to Buhari that for these banks to be flouting TSA and most of your cabinet members are coming on record to say that the banks have complied with TSA. So what are we saying? So what sort of people are we dealing with? Before we (I and Mr Abubakar Malami who is the minister of justice) disembarked he (AGF) promised to recover the funds. I went to London, delivered my speech and came back and wrote the president appraising him of my meeting with the AGF and the AGF’s promise to recover but I still craved the president’s indulgence to impress upon the AGF to recover the funds expeditiously. Because this thing has to be done in a timely fashion and I don’t want these banks to dissipate these funds. But the AGF refused to take my calls and answer my text messages and am receiving threatening phone calls. I am not saying he is the one. I never allege anything against anyone unless I have concrete proof but the point is he (AGF) has not lived up to what I call our gentle-man agreement. So, today I made a decision based on the interest of our country, Nigeria and the assertion, the position the AGF took in his letter to the president that our company based on the plain language of the engagement letter is obligated to trace, recover and remit the funds to the federal government account. Now putting aside the fact that I differed sharply on that premise because inherently speaking and by law what I know a Banker’s order is supposed to be gotten from the Magistrate to freeze those accounts. But who am I to question the chief legal officer of the country. If had said that the letter he wrote should be construed liberally to mean that our company can recover the funds and remit to the government. I have gone ahead to open four accounts with First bank called Panic Alert Security Systems/ Assets Recovery account in naira, US dollars, British pounds and Euros for the purpose of recovering these funds for onward transfer to the federal government. I have written the AGF today of my intention, the president and the banks involved to go ahead and transfer these monies to the accounts, the respective currencies for onward transfer to the federal government. Once the monies hit our accounts, we then ask the federal government to give us account numbers to transfer these monies to and of course everything will be made public. Share on Facebook Share on Twitter Dr Goerge Uboh READ ALSO: Money Laundering Bill: Senate wades into AGF, EFCC impasse NAIJ.com: What then would be the last option in this case?  The last option? I would not say last. There are options and I wouldn’t say which one is the last. There is an option to go to court but the reason I don’t want to go to court is that if I am to take this matter to court I can’t discuss it anymore. It becomes subjudice. So I really want to put it before the president who was voted on that singular vouch of anti-corruption. I commend him though to the extent that he even responded because when I was fighting Larmode during President Jonathan’s regime I never got any response from him (the ex-president). But just asking Malami, the AGF to respond to me is not the only thing needed. In fact, the remedy I sought in my letter to him is for the president to call me and the AGF so that I can table what I have. He hasn’t done that. I am not going to tell the president how to go about his job but the fact remains that the common denominator here is the monies. Asking Malami to respond……I am not privy to the minutes on the letter whether it says Malami should recover but the point is that is why I am going back to him. With these letters now, the first one that I met Malami and he promised to recover and the second one that Malami has reneged on his gentle-man agreement and the need for the president to really look into this matter and show the president the ₦1.93trn that EFCC has not remitted to the federal government and the over₦23bn that is still with the banks. Revoking this letter of engagement actually truncated the process. Tracing a ₦1bn is a tip of the iceberg. I showed Malami before I was engaged that the entire evidence that we can trace nothing less than $70bn from the banks, worst case scenario and $75bn best case scenario. That still need to be done. Those are the reasons why I need to speak with president to understand the scope of what we are talking about rather than going to China to borrow. I am not saying we should get the money from offshore but right here at home we are talking about a lot of money. Share on Facebook Share on Twitter NAIJ.com: With the inconsistency in the words of Mr Malami and his actions would you be calling for his sack? In the interest of Nigeria. Listen. When I met Malami on the plane I told Malami that look to the extent that you gave me this letter of engagement I am very grateful but your actions and inactions post engagement are incomprehensible and very shocking. And that I don’t think that he is still the same person I met before you were appointed and immediately when you were appointed AGF. Because even when I showed him the evidence of the fictitious accounts that the EFCC is maintaining at Access bank, an eight page report, he read it and I was watching his demeanour. There wasn’t anything in him to show me that he was the same man because before he was appointed I showed him evidence against EFCC and he said he was going to discuss with the president. Immediately he was appointed he was still vowing he was going to fight EFCC and that he was going to set up what I had always called a phantom committee for ….with me included in the presidential committee for assets verification to fight EFCC but he wasn’t the same person anymore. Share on Facebook Share on Twitter READ ALSO: Increase your onslaught against corruption, group to AGF Again when I come out to say EFCC is a country within a country. That is what I am talking about. Now it is the AGF that I had so much hope that we are going to work together. Even the issue of him saying that I went beyond the scope, when I spelt out everything to him……how can you say I went beyond the scope?Assets tracing is like an octopus. You are tracing and you going into different areas but still within the banks. It is human beings and these organizations that deposited these monies in the banks so you have to reconcile. That was why asked in my open letter to the president where I asked Malami whose side is he on. I have gotten results, over a $1bn I traced but you are more concerned that I went beyond the scope of my engagement when the banks that we are talking about even brought the records to me and was willing to be bringing the records until they called me that they saw you and you promised to call me to soft-pedal. Of course he was the one that brought up the issue on the plane that your allegations that I saw Access bank and promised Access bank that I will call you is not true and I said you are not getting it. That I don’t need to record you and Access bank. I have the call recordings between myself and Access bank and they stated unequivocally that they have met with you and there is need for me to soft-pedal. So you need to settle with Access bank. I also wrote the banks that there is a certain bank that has gone to the minister and that to make it easier for them I would copy the minister. If the minister does not want me to do the job again let him tell me. But he (Malami) went and put in his letter to the president that I am threatening the banks. One doesn’t need to be a cynic to understand that Malami’s loyalty lies with the banking sector mafia and not Nigeria.

SHOCKING! N1.732 trillion lost under Buhari in one year

Investors had also made huge losses in the Nigerian equities market last year as the market capitalisation (equities only) of the NSE shed a total of N2.354tn between December 2014 and December 2015. An analyst quoted in the report said in the last one year, the efficiency of the country’s economy had been constrained by policies – monetary and fiscal. He noted that the country had not been able to chart the right path in the past one year, saying some actions by the Federal Government in recent times had shown a rethink especially in the partial deregulation of the petroleum downstream sub-sector and the flexible foreign exchange market. “Our concern is that this flexibility must mean flexibility in the whole sense of it. We’ve seen the capital market make progress recently owing to these. Any attempt by the government to interfere again could drag us back significantly,” Mr Tola Oni, an analyst at WSTC Financial Services Limited said. But the President, Nigerian Stock Exchange, Mr Aigboje Aig-Imoukhuede, has said the capital market must facilitate capital raising for economic growth as well as mobilise savings for investment. READ ALSO: Buhari reaffirms commitment to cleaning Ogoniland Mr Aig-Imoukhuede said part of the strategies was a broad consensus on sectorial priorities for growth, which should feed into policy formation. “Nigeria is facing a huge growth challenge. Nigeria, indeed, has a big challenge in terms of growth. Employment rate must grow owing to the fact that the population is also growing very fast. Growth is difficult to realise; so, government must stimulate growth. “Nigeria is only exaggerating the impacts of falling oil prices now. This is because with a robust financial market the economy can be sustained.  The financial market must be encouraged.” He described the Nigerian financial market as a ‘high-risked’ market, saying the situation was capable of attracting limited investors who could ultimately stop at nothing to maximise returns. Meanwhile, here are five Jonathan’s mistakes Buhari repeated in his one year in office.

Elton John tells Russians he still wants to meet Putin to talk gay rights

British singer Elton John told a concert in Moscow he still wanted to meet President Vladimir Putin to discuss his concerns about gay rights and AIDS in Russia despite the Kremlin leader not having time to meet him this time round.

MOSCOW: British singer Elton John told a concert in Moscow he still wanted to meet President Vladimir Putin to discuss his concerns about gay rights and AIDS in Russia despite the Kremlin leader not having time to meet him this time round.
John, performing at a luxury shopping and entertainment centre in the Russian capital on Monday night as part of a world tour, sounded disappointed about not getting to meet Putin, but said he would return to try to see him.
"As some of you may know I hoped to meet with President Putin on this trip," John, whose music has been popular in Russia since the Soviet era, told the audience.
"Although it wasn't possible, I'm deeply grateful to him for inviting me to discuss some serious issues in Russia including LGBT, HIV and AIDS, and I very much hope we will find time in future to meet."
Putin's spokesman said last week that the Russian leader's schedule did not match up with John's, but that a meeting might take place "next time." Putin had to fly to Kazakhstan on Tuesday morning for a meeting.
In September Putin phoned the singer, who has used his status as one of the world's most famous gay celebrities to push for equal rights for homosexuals around the world, to say he would be willing to meet up after John, 69, requested a meeting.
Western governments and human rights activists have criticised the Russian authorities for their treatment of gay people, and John has previously spoken out against a 2013 law banning the dissemination of "gay propaganda" among young Russians.
Putin has said he is not prejudiced against gay people.
John has also expressed alarm about the scale of Russia's AIDS epidemic.
The number of people registered HIV-positive passed the 1 million mark earlier this year and the country's top AIDS specialist warned the rate of infection had reached record levels.

Ex-beauty queen bags one year in jail ‘for insulting president’

A Turkish court Tuesday found a former Miss Turkey beauty queen guilty of insulting President Recep Tayyip Erdogan on social media, handing her a suspended sentence of over one year in jail. The Istanbul court sentenced model Merve Buyuksarac, 27, to one year and two months in prison for “publicly insulting” Erdogan in a satirical poem she posted on her Instagram account, the Dogan news agency reported. The punishment has been suspended, it added, without giving further details. The “Master’s Poem” — which was shared by the model while Erdogan was serving as prime minister — criticises the Turkish strongman with verses adapted from the national anthem. Erdogan, who was elected president in August 2014 after serving as prime minister for more than a decade, is often called “Buyuk Usta” (the Big Master). Hatice Ozay, Erdogan’s lawyer, told the court that the model’s posts on social media cannot be considered criticism but rather was an “attack against my client’s personal rights.” Buyuksarac won the Miss Turkey competition in 2006 and has since worked as a model as well as appearing on reality TV shows. After being briefly detained in January 2015, she admitted to sharing the poem which had been printed in a Turkish satirical magazine but said she did not want to insult the president. A string of journalists as well as ordinary citizens end up in court for insulting or slandering Erdogan, who is accused by critics of being increasingly authoritarian. The number of cases has swelled after Erdogan moved to the presidency in 2014 because in the past his predecessors rarely used the practice. Justice Minister Bekir Bozdag said in March that almost 2,000 people in Turkey have been prosecuted for insulting Erdogan since he became president. Ironically, Erdogan was himself sent to jail in 1999 for reciting, while mayor of Istanbul, a nationalist and Islamist-tinged poem that the authorities of the time deemed was guilty of “inciting religious hatred”.

Fayose is a Rude goat – Sheriff

Ayo Fayose and Ali Modu Sheriff
The ousted National Chairman of the Peoples Democratic Party, Senator Ali Modu Sheriff, has said the Ekiti State Governor, Ayodele Fayose, is not fit to be anybody’s Vice President.
Sheriff, who spoke for the first time since his war with governors elected on the platform of the PDP started at the controversial National Convention of the party in Port Harcourt, Rivers State started, said all the excuses being given by the Governors as reason for their plot to remove him were laughable and lack common sense.
Speaking on what led to his fight with the governors, the former Borno State Governor said he never mentioned to anybody that he wanted to be President in 2019 and could not have offered the vice presidential slot to Fayose.
He said he knew the antecedents and character of Fayose and does not see anyone making him such a offer.
Sheriff said: “I am eminently qualified to seek for the presidency of Nigeria, but I have never told anybody I want to be President.
“But even if I want to be, I cannot offer such a sensitive position to a character like Ayo Fayose, who has exhibited gross disrespect for others.”
He said it was not true that he made promises to any of the governors on any issue.
Rather, he said what he did was to try to tolerate them as stakeholders, knowing that none of them can manipulate, bribe or dominate him to do only their biddings in a party as big as the PDP with so many big names on parade.
Challenging any of those who alleged that he made promises to come up with a single proof of any commitment he made to them or anybody, adding: “I am by far their senior and I have done all these things they think they can do in the party, but I do not deserve the type of treatment they want to mete out to me.”

Governors not President’s appointees, Fayose tells Buhari

Ado-Ekiti—Governor Ayodele Fayose of Ekiti State has said the alleged plot by the Federal Government to prevent him from travelling abroad was inherently unconstitutional and dictatorial. Miffed at the development, Fayose said; “Under the federal system of government, state governors are not appendages of the President and as a leading opposition figure in Nigeria, he cannot be cowed by President Muhammadu Buhari and his agents.” Governor Fayose, who spoke through his Special Assistant on Public Communication and New Media, Mr Lere Olayinka was apparently reacting to reports that two governors, one from the South-west and another from the South South have been placed on travel restriction on President Buhari’s order, saying whenever he wished to travel out of Nigeria, he will do so in the full glare of the public. According to Fayose, “I am not surprised or disappointed by this latest plot of the Buhari’s government because the President Buhari that we know is a man without any atom of respect for the rights of Nigerians and this he demonstrated as a military dictator and now demonstrating as an elected president.” The governor said he was however amazed that; “This dangerous dimension of compelling a sitting governor that enjoys constitutional immunity like the President to obtain clearance from the Director General of the Department of State Service (DSS) before travelling out of Nigeria can ever be contemplated.” He said President Buhari should know that under a federal system of government, the states and national government both enjoy some autonomy.

I’ll soon reveal how Abacha, Abiola died, says Al-Mustapha

Major Hamza Al-Mustapha
Challenges Obasanjo to public debate …Says Yoruba leaders, except Oba Tejuosho, deceived MKO By Ikenna Asomba LAGOS—Former Chief Security Officer to the late Head of State, Gen. Sani Abacha, Major Hamza Al-Mustapha, yesterday, said he would soon reveal how his boss and the acclaimed winner of June 12, 1993 presidential election, Chief Bashorun MKO Abiola, died. Disclosing that Abacha and Abiola’s deaths were from same source, Al-Mustapha said he would make the comprehensive revelation in his new book, Mustapha’s Memoirs, which, according to him, is still in the works. Al-Mustapha, who addressed journalists in Lagos yesterday, on a number of issues relating to his 15-year travails in detention, said Abiola and Abacha were very good friends before some fifth columnists caused disaffection between them. He said: “For instance, when Chief MKO Abiola was in prison, many notable Nigerians visited him. They will visit him in the morning, and when they come back to the Villa in the evening to see Abacha, they would say a different thing entirely. On video “Unknown to these notable Nigerians, particularly notable Yoruba personalities, who visited Abiola, their visits were recorded on video. I did the video recording without their knowledge. “These people would visit Abiola and come back to tell government a different thing about him. Major Hamza Al-Mustapha “These same people would still go and tell Abiola a different thing about government. They are on video. The agencies of government have these videos evidence. “These same people told MKO Abiola never to accept any compromise or negotiations. They advised him never to come back home without his mandate. All these things are on video. “Of all the Yoruba leaders, only Oba Tejuosho told MKO Abiola the truth: to accept the conditional bail and go home. “Only Oba Tejuosho told MKO Abiola that Abacha was his friend, urging him to reconcile with Abacha who was ready for reconciliation. It was Oba Tejuosho who told MKO Abiola that he still had the goodwill and would win if he re-contests after Abacha. “What killed Abacha is what killed MKO Abiola. But I would reveal that after my court case, still at the Supreme Court. I would publish a book which has three volumes— the Mustapha’s Memoirs, which will tell what happened under Abacha and how he died.” On Abacha loot still being returned to the country from abroad, 18 years after his death, Al-Mustapha said he was shocked the first time he heard of Abacha’s loot. He added that most of what was today known in the media as Abacha’s loot were mere media campaigns aimed at smearing the late Sani Abacha’s image by local and international persons he stepped on their toes while he was Head of State. … killer squad Also, Al-Mustapha reiterated his call for a public debate, where former President, Chief  Olusegun Obasanjo, would come to substantiate claims in his infamous 18-page letter that he (Al-Mustapha) was contracted to head a killer squad of 1,000 snipers for former President, Dr. Goodluck Jonathan, ahead of the 2015 general elections. Al-Mustapha debunked insinuations that the ex-President, Jonathan, interfered with court process to facilitate his release from prisons, to enable him (Al-Mustapha) help train the ‘killer squad’ or procure Jonathan’s success in the North during the last election. Al-Mustapha said, ab initio, he had no case to answer but for the plots of his persecutors to see him eliminated because he stepped on their toes while he served as the Chief Security Officer to the late Head of State, adding that the appellate court acquitted him when it determined that he had no case to answer on all the charges levelled against him. ‘Obasanjo’s had his day’ He said: “Nobody contracted me to catch 1,000 mosquitoes under the Jonathan administration, let alone human beings. I am Al-Mustapha. I have my background away from the propaganda peddled by the likes of Obasanjo. “Obasanjo has had his day. I am doing my investigation and I have discovered so many things as to what made him (Obasanjo) make such allegation. I have it. I will release it very soon and that is why I have challenged him to an open debate. “Obasanjo is my senior in the force; he was a former Military Head of State, but when issues of law and rights of man are being discussed, definitely equality comes to the fore. “You cannot put an allegation against your junior because you are a senior, and you believe the junior would keep quiet. No, I would not. That would amount to ignorance. I am not ignorant about our laws. “I challenge Obasanjo to an open debate so that he can substantiate his allegations before the whole world; but he is yet to oblige the challenge. “Thank God a new government is here today, where he (Obasanjo) can bring up the issue, requesting it to investigate and, if there is any contract between Jonathan and I to catch one single mosquito, I want to say that I am guilty and want to be tried.”

Ex-Chadian President Habre gets life for war crimes

Ex-Chadian President Habre gets life for war crimes
Chad’s ex-ruler Hissene Habre has been convicted of crimes against humanity and sentenced to life in prison at his war crimes trial in Senegal.
The judge also convicted him of rape, sexual slavery and ordering killings.
It was the first time an African Union-backed court has tried a former ruler for human rights abuses.
The prosecutor at the court in Senegal’s capital Dakar requested a life sentence for Habre, who refused to recognise its legitimacy.
The ex-president denied accusations that he ordered the killing of 40,000 people during his rule from 1982 to 1990.
Mr Habre frequently disrupted proceedings during his trial. He shouted abuse, called the process “a farce”, and had to be carried into the court after refusing to appear.
His critics dubbed him “Africa’s Pinochet” because of the atrocities allegedly committed during his rule. Habre was arrested in Senegal, where he was exiled, in 2013. Many of his alleged victims campaigned for him to be tried, following his overthrow in 1990.
In 2005, a court in Belgium issued a warrant for his arrest, claiming universal jurisdiction but, after Senegal referred the issue to the African Union, the AU asked Senegal to try Mr Habre “on behalf of Africa”.In 2013, a court in Chad sentenced him to death in absentia for crimes against humanity.
Meanwhile, U.S. Secretary of State John Kerry has welcomed the conviction of former Chadian dictator Hissene Habre for war crimes and crimes against humanity.
Kerry says Habre’s conviction is “a landmark in the global fight against impunity for atrocities.”
Habre was sentenced to life imprisonment for being responsible for thousands of deaths and tortures in prisons during his rule from 1982 to 1990. A 1992 Chadian truth commission accused Habre’s government of systematic torture, saying 40,000 people died during his rule.
Kerry says the case provides an opportunity for the United States to reflect on and learn from its connection with past events in Chad.
He says that without the persistence of Habre’s accusers and their demand for justice, the former dictator might never have faced a court of law.
